The Ministry of the Environment is the leader of the area of the environment in Estonia whose main objectives include ensuring a clean living environment, environmentally aware people, conservation of natural values and the sustainable use of natural resources.
The development plan of the area of government of the Ministry of the Environment for 2018–2021 (EST) covers all the areas of activity of the Ministry and its area of government, as well as its development measures. The development plan has been approved by Directive No. 607 of the Minister of the Environment of 29 May 2017, to which “Human resources strategy of the area of government of the Ministry of the Environment” has been annexed.

The development plan introduces the basic principles and strategic framework of the organisation and the contribution of the establishments in the area of government into the result area of the environment through three sub-areas, the sub-objectives of which are the following:
- protection of the environment and biodiversity;
- sustainable and efficient use of the environment;
- efficient management of the organisation and the optimal use of resources.
