The Wastewater Treatment System of the Kohtla-Järve District will be Renewed
|
|
This week the tendering procedure began to find a contractor for reconstructing the wastewater treatment plant, which constitutes the first stage of the project “Reconstruction of the Kohtla-Järve Regional Wastewater Treatment System ”. The reconstruction will be financed from the financial instruments of the EU ISPA and Cohesion Fund. The renewed system should be completed by autumn 2007.
The primary objective of the reconstruction project covering Kohtla-Järve, Ahtme, Jõhvi, Kiviõli, Kohtla-Nõmme and Püssi is to improve the quality of life of the residents of this area by preserving a cleaner nature or, in other words, by more efficient wastewater treatment. In order to achieve this objective both the regional wastewater treatment plant of Kohtla-Järve and the wastewater main pipelines between towns and also most of the wastewater lines within the towns listed above will be extended and reconstructed.
The following four consortia submitted their tenders for implementing the first stage of the project:
* AS FKSM, YIT Construction Ltd
* Skanska EMV AS, VA TEHC WABAG
* WTE Wassertechnik GmbH, AS K&H
* AS Merko Ehitus, Krüger AS, Meyer & John Gmbh & Co.KG
The evaluation of tenders will be conducted according to the evaluation procedures established by the European Commission and it will be confidential. The successful tenderer will be made public after a thorough evaluation and analytical process that includes administrative, technical and financial evaluation. Including the signing of the contract, the process may last for at least two months.
The Cohesion Fund finances large-scale transportation and environment infrastructure projects that cost at least 10 million euros. Modernisation of the water supply infrastructure, wastewater treatment and waste management have the highest priority in the environmental sector, but several projects of the energy sector and nature conservation are also under preparation. The Cohesion Fund is a successor of the ISPA programme, which opened up to Estonia after accession to the European Union.
