Those who do not have an access to Internet can apply for their fishing cards at the Environmental Board either on spot or sending an application by post. The fishing cards can be also obtained by mobile payment, but only in case the fishing cards do not require limit numbers. The fishing card limit numbers have been established separately for the electronic application system and for people applying directly from the Environmental Board to ensure that the applicants are treated equally. A fishing card is necessary in case of recreational fishing with, for example, a gillnet as it is needed to limit the use of this kind of devices to protect fish resources. The fishing card is also necessary for fishing with hook gears at the Endla and Silma ecological reserve, Matsalu National Park, and fishing for salmon, trout, and brown trout on certain rivers. In case of some fishing opportunities, for example, longline fishing, fishing at ecological reserves, and fishing for Salmonidae on rivers, the number of granted fishing cards is generally not limited. Therefore, there is no rush in applying for fishing opportunities, because a fishing card can be conveniently applied for an instant before going fishing. Notice that a fishing card is an electronic document in the Environmental Registry and the fishing right can be identified with an identity document. The Minister of the Environment established the same amount of fishing opportunities with a fishing card for 2013 as it was in 2012 and the fee for fishing right is the same as this year.
