Additional 24 buildings will be renovated with the sales revenue received from emission allowance

The Government gave the Minister of the Environment Keit
Pentus-Rosimannus a mandate under public investment scheme to include
additional 24 buildings to the list of buildings being renovated.
The changes are related to the sales agreements of the emission allowances allowed by the state; the agreements have been concluded with Mitsubishi Corporation and Sumitomo Corporation. “Riigi Kinnisvara Aktsiaselts (State Real Estate Ltd) has done such a good job: the renovation of 446 buildings has been completed much more economically than originally planned and the money saved can be used for making the additional buildings more energy-efficient. We will extend the deadline of work completion by one year. This enables to add buildings like the Estonia Theatre and the Estonian Drama Theatre to list of buildings, which will be made thermally more insulated,” the Minister of the Environment Keit Pentus-Rosimannus explained. According to her, greater heat retention and lower energy consumption are also vital for keeping the maintenance costs in public sector buildings low.
In the agreement concluded with Sumitomo Corporation, standby funds have been planned to cover any additional costs. It is now clear that in completing all initially planned projects, some standby funds remain unused and due to the result of public procurement, the cost of construction work is also lower than initially planned. Thus, the deadline for completing construction work is extended till the end of next year and 10 more buildings will be added to the list of buildings that need to be renovated: Lääne-Viru College boiler plant, National Opera house Estonia, Police and Border Guard Board building at Rahumäe Road in Tallinn, AS Hoolekandeteenused Koluvere Kodu buildings, Estonian Patent Office building, Estonian Tax and Customs Board building in Narva, Sipa kindergarten building (Märjamaa Rural Municipality Government), Valtu Sports Centre building (Kehtna Rural Municipality Government), Kuressaare Town Hall (Kuressaare City Government), and Ulila Centre building (Puhja Rural Municipality Government).
According to the agreement concluded with Mitsubishi Corporations, 14 additional buildings to be renovated will be added to the list: Estonian Drama Theatre building, Võru Court House, Põlva Court and Police Office building, Ministry of Justice building, Võru Police Office building, Estonian Tax and Customs Board building in Viljandi, office building of Chancellor of Justice, Sillamäe home of AS Hoolekandeteenused and Vägeva safe house, heating pipeline system of Tallinn Prison, buildings of law enforcement department of Police and Border Guard Board, State Chancellery buildings, Ahula kindergarten-elementary school (Albu Rural Municipality Government), and Raeküla Vanakooli Centre (Pärnu Rural Municipality Government).
So far, Estonia has concluded 21 agreements with different countries and companies for trading with emission allowances permitted by the state. A total of 505 state and local government buildings will be renovated with the revenue received from the sale of emission allowance. The renovation of 446 buildings out of 505 has been already completed.
The renovation of the buildings is organised by Riigi Kinnisvara Aktsiaselts along with the owners of the renovated buildings and the Ministry of Finance is responsible for the implementation of the projects.
