Income from emission allowances will also be distributed to private houses

Today, the
Government of the Republic granted authority to Keit Pentus, the Minister of
the Environment, to sign amendments to the sales agreement concluded with the
Grand Duchy of Luxembourg. According to these amendments, the income to be
received can be used in addition to renovating apartment buildings also for
improving energy efficiency in private houses.
“A large
number of Estonia’s private houses were built in the middle of the last century
when energy efficiency and heat retention were not issues. Now we can support
the insulation of these buildings, as well,” explained Keit Pentus, the
Minister of the Environment. “Also, as a new feature, the creation of renewable
energy solutions for private houses can be supported from the income from the
sale of emission allowances. Owners of private houses who wish to install small
wind generations or solar panels to their houses for their household electricity
generation can apply for support for such activities.”
The amendments to the agreement allow up to 4 million euros to be spent on
supporting the use of small heat retention and renewable energy solutions. The
agreement term will also be extended by one year - until the end of 2014.
The body
responsible for this additional measure is the Ministry of Economic Affairs and
Communications and the implementing authority is KredEx. The Ministry of
Economic Affairs and Communications has prepared a draft legislation
establishing the detailed conditions and procedure for the renovation of
private houses and implementation of small renewable energy solutions therein.
According to the draft legislation, the supported activities include
reconstruction work performed in order to reduce the energy consumption of
small houses and acquisition of the necessary construction products and
materials, designing and exercising owner supervision for the reconstruction
work of private houses and installation of renewable energy devices.
The
applicants will be paid 25% or 40% of the total cost of the reconstruction when
the energy class achieved will be D or C. Applicants may also receive support
in the amount of 50% of the costs of installing of solar collectors meant for
generating solar energy and up to 70% of the cost of a wind generator or a
solar panel in order to generate electricity in a small private house. For the
services of design and owner supervision, up to 50% of support can be applied
for.
The funding decisions must be made by KredEx by the end of 2013. The payment
period will be extended until the end of 2014.
As a result
of implementing this measure, Estonia’s CO2 emissions will be reduced by
approximately 0.7 million tons.
