Clean drinking water and connection to a public sewerage system now available for the residents of Järva-Jaani

A water
management project in Järva-Jaani, co-funded by the Cohesion Fund (CF), was
concluded today, January 9. The total cost of the project was 2.8 million
euros, and as a result this project, all residents of Järva-Jaani have access
to clean drinking water and have the possibility to connect to a modern public
sewerage system.
According to Karin Krooni, Head of the Water Department, 77% of the population
of Järva-Jaani were connected to the public water supply and 72% to the public
sewerage system prior to the launch of the project. Now, after the completion
of the project, all residential immovables in Järva-Jaani have access to these
services. “I’m very happy that all of the 1,087 residents of Järva-Jaani can
now consume safe drinking water and connect to the public sewerage system. As a
result of this project, the option to connect to the public water supply was
granted to more than 220 people and the option to connect to the public
sewerage system was granted to more than 270 people were. And thanks to the
renovation of the old water pipelines that were in poor condition we achieved
an improved water quality for every third resident,” Kroon added.
Raul Altnurme, Project Manager of the Järva-Jaani water management project
claims that this project is a success story: thanks to top-quality operational
building design documentation the renovation of pipelines was completed in only
seven months despite the difficult state of the construction market. “The
project was technically complicated and we had to pay special attention to the
requirements of the Estonian Road Administration as a number of national roads
lead from Järva-Jaani and the town is also a hub on the Piibe highway. But we
managed to successfully implement the project despite these issues,” Altnurme
confirmed.
However, this does not mean that the water management investments for the rural
municipality have been concluded for decades now. Andrus Arusalu, Head of
Järva-Jaani Teenus OÜ, said that the next water management priority is
developing a public water supply and sewerage system for the villages of the
municipality.
In the course of the project, the water treatment plant (capacity 12,000 p.e.)
with a pump room in Järva-Jaani was renovated, and the public water supply and
sewerage system was extended to the residential areas in the town of
Järva-Jaani where it had been absent until now. The total length of pipelines
constructed and renovated as a result of this project is 17.3km. Also, five
waste water pump rooms were constructed, two bore well-pump rooms were
reconstructed and twelve fire hydrants were installed. The water supply and
sewerage system project of Järva-Jaani was designed by Veeprojekt OÜ. The
contractor for the construction of pipelines was AS Merko Ehitus and the water
treatment plant was renovated by AS Terrat. The project was managed by OÜ
Europolis and the FIDIC engineering and owner supervision services were
exercised by OÜ Vetepere.
On 18 December 2008, SA Keskkonnainvesteeringute Keskus (the Environmental
Investment Centre) approved an application for funding by Järva-Jaani Teenus OÜ
titled “The Reconstruction and Extension Project for the Public Water Supply
and Sewerage System of the town of Järva-Jaani”. The project budget was
2,829,790.69 euros, 78.5% of which (up to 2,221,314.98 euros) was formed by the
CF support. The project own contribution was funded by the Järva-Jaani rural
municipality.
