The Ministry of the Environment submitted the national allocation plan for greenhouse gasses to the Commission of the European Communities for approval

The Ministry of the Environment submitted the National Allocation Plan for Greenhouse Gasses 2008-2012 to the Commission of the European Communities for approval. The volume of plan is 13.3 million emission allowances per year, which will be allocated to 47 Estonian companies, according to the plan.


The allocation plan that was publicly discussed in August, received approval from the Government cabinet last week. The Commission has three months to reach a decision on the plan.

 
“The less Estonian companies pollute the air and the more environmentally friendly technologies that are adopted, the lower the impact on the operation of our companies those quotas regulating the release of emissions into the air will have,” explained Minister of the Environment Keit Pentus.

 
In her words, the plan submitted to the Commission of the European Communities is one that takes into consideration the interests of Estonia as well as the regulations of the European Union. “The allocation plan has been prepared using a method that is transparent and is applied equally to everyone. It takes into consideration the confirmed emissions released into the air by companies during the period 2005-2010 and reflects the years of economic growth and decline.
 

Estonia has been disputing the National Allocation Plan for Greenhouse Gassses with the Commission of the European Communities since 2007. On two previous occasions the Commission of the European Communities has rejected Estonia’s submitted National Allocation Plan.
