The Government sent the new requirements on trading with greenhouse gas emissions to the Parliament

Today, 26 May, the Government of the Republic sent to the Riigikogu a draft Act to establish a legal framework to the greenhouse gas emission allowance trading scheme from 2013.
Due to the EU directive, the greenhouse gas emission allowance trading system will be complemented by the aeronautics sector from 2012, and the necessary requirements will be established.
“The current distribution period of allowances in the European Union will end in 2012. Estonia has decided that in the next period – years 2012–2020 – the producers of electricity will have a right to apply for free emission credits in the amount of up to 70% of electricity production. This is the maximum rate that the currently valid rules in the European Union will allow from the beginning of 2013,” explained Minister of the Environment Keit Pentus. “Electricity producers who receive free emission credits are obligated to make investments that reduce pollution and emission of greenhouse gases during energy production. Due to the European Union requirements, the size of the free allocation to electricity producers will reduce by 10% a year after 2013.”
According to the draft, a system of independent accredited verifiers will be established in Estonia to verify the greenhouse gas emissions.
