What is waste?

Non-hazardous waste means any waste which is not hazardous waste.

Inert waste means non-hazardous waste that does not undergo any significant physical, chemical or biological transformations. Inert waste does not dissolve, burn or otherwise physically or chemically react, biodegrade or adversely affect other matter with which it comes into contact in a way likely to give rise to environmental pollution or harm human health.

Biodegradable waste means any waste that is capable of undergoing anaerobic or aerobic decomposition, such as food waste, paper and paperboard.

Hazardous waste means waste which due to a hazardous property may cause a hazard to health, property or the environment.

Municipal waste means waste from households, and waste produced in trade, provision of services or elsewhere which because of its composition or properties is similar to waste from households.

Waste handling means the collection, transport, recovery and disposal of waste.

Organised waste transport means collection and transport of municipal waste from a designated area to a specific waste management facility or facilities by an undertaking chosen by way of a competition organised by the local government.

 

Local governments shall ensure that:

1)  Residents, owners of summer houses and small scale enterprises are subscribed to organised waste transport services;

2)  Possibilities have been created for separate collection and giving away of waste within the territory of the local government;

3)  There is a sufficient number of waste collection facilities (for example, for giving away packaging, waste paper and paperboard as well as hazardous waste, etc.);

4)  Residents are informed of the waste-related possibilities and the requirements currently in force within the territory of the local government.

Local governments shall establish rules for waste transport by determining transport areas, the limits of waste transport fees and standard terms of waste transport as well as giving the undertaking, which is selected as the successful tenderer at the competition, the exclusive right to carry out waste transport for up to five years. Obligations of residents related to waste management:

Subscription to organised waste transport services. In case there is no waste transport organised by the local government in the region, the waste holders shall organise the handling of waste themselves pursuant to the procedure prescribed by law:

1)  Take their waste to a landfill or recycling station;

2)  Use the services of a waste transport company.
