Jaanus Tamkivi, Minister of the Environment, signed the regulation of the measure, providing the conditions of support from the European Regional Development Fund (ERF) for improving district heating systems and the production of electricity and heat from renewable energy sources.
The objective of the support is to develop combined heat and power production, transfer district heating power stations to using renewable energy sources and to improve energy efficiency of district heating lines. According to Tamkivi, the proportion of renewable energy source will increase in Estonian energy balance thanks to the support, which will also significantly decrease ambient air pollution and CO2 emissions. Estonia is aiming to increase the proportion of renewable energy to 25% by 2020.
150 million kroons will be allocated for supporting the first round of the measure "More extensive use of renewable energy sources for the production of energy". 25.149 billion kroons will be provided for support in the framework of the Operational Programme for the Development of the Living Environment for 2007‑2013, 1.1 billion kroons of which is intended for the sub-area of the use of renewable energy sources and ambient air protection in the form of ERF support.
