State enhances control over extraction of mineral resources

Estonian Land Board will implement a mineral deposits mining activities aerocontrol project, supported by the foundation Environmental Investment Centre, in order to get an overview of real extraction volumes of mineral resources.
In order to prevent environmental damages, miners have to adhere to the requirements and extraction volumes provided by the extraction permit. It is also financially and economically important for all holders of an extraction permit to submit correct reports on the quantity of extracted mineral resources in due time.
One of the responsibilities of the Land Board acting as the authorised processor of the List of Mineral Deposits of the Environmental Register is to keep account of the volume of mineral resources extracted and to prepare a consolidated balance sheet of mineral reserves. For this purpose, the Land Board has at its disposal a suitable plane and technical resources as well as experts competent in the field of earth's crust.
Under the project, mining claims will be laser scanned and photographed from the air, an elevation model will be prepared and the data thus received will be compared to the conditions of extraction permits and the data of the List of Mineral Deposits of the Environmental Register. The results will be summarised in an explanatory memorandum, which can be used as a basis for checking the calculation of extraction tax for mining right and assessing environmental damages. Project results can later be used as base data for comparing the results of mining claim measurements carried out in next stages in the coming years. First flights are planned to begin as soon as the snow melts.
450 mining claims for the extraction of mineral reserves have been registered in Estonia at present.
